Psalm 23. Sheep. Shepherd. If the shepherd is not in control of his sheep, he takes them out. Even if you're a sheep leading other sheep, you're still not the shepherd. Sheep had to be free of fear to lie down and rest. They had to be free from friction in the fold. Free from pests and hunger.
